On May 27-30 Nikolay Artemyev took part at World Bank Mission to Bishkek on reforming the legislation of Kyrgyzstan, aimed at improving access to finance of SME.
Participants of the discussion incude World Bank experts, representatives of the Ministry of Justice of the Kyrgyz Republic, banks, other financial institutions and other stakeholders.
One of the reform components is modifying of secured transactions regime (pledge and its functional equivalents) and pledge registry for creating a unified system of legislation when a movable asset is subject to encumbrance.
The reform involves drafting of a new Law on Encumbrances of Movables, as well as changes to the Civil Code and some other legal acts based on the best practices.
